http://paperc.de It's a German site (only in German for now, an international version is planned, but that shouldn't hinder you from registering anyway, it needs only a few German words to navigate), where you can read over 2700 IT related books online for free. They are recent books, not just old crap and a lot of books are in English. For example over 500 O'Reilly books. There's no hidden catch. It works like this: searching and online reading is for free, if you want to print stuff, mark or copy text then you'd have to pay for it via a prepaid credit. For registering you only need a valid email address and a password, no specific personal info, nothing. I didn't see any restrictions or checks for foreign IP addresses, so I guess there's none, but I couldn't test it since I'm located in Germany.
If you want to try it out yourself here's a little step-by-step guide so you don't get lost in translation:
1. On the front page click on [Jetzt anmelden >>]
2. On the next page fill in your email and 2x password,
select "Ich habe die AGB gelesen und akzeptiere diese."
and deselect "Ja, ich möchte den PaperC Newsletter erhalten"
(you can leave that selected if you like newsletters in German

)
3. Check your mailbox (plus the spam folder), click the activation link in the mail and that's it.
Now you can enter a searchterm in the field on top and hit [Suchen]
or click on [ERWEITERTE SUCHE] for advanced search. [Verlag] means publisher. Enter O'Reilly there and you'll see I didn't lie... hehe
[ALLE BÜCHER] browses all books.
