The main difference between a demo and game is some level of interactivity and some sort of score.
Interactivity is usually a good thing for demo-effects, too, as it is much more fun to play around with it than watching the same fixed timeline when running it.
Personally I like games with demo-like visuals very much, eg. +/-, Bittrip Runner or even Rez.
So I don't see a reason why you shouldn't ask sceners to do a small game...

Game comp would be cool, but meaby an interactivity challenge would help to keep things more general and demo related.
