Title: Why Express C++ 2008 give me a Error?

The Code on itself is CORRECT as it run fine last time and now it doesnt work....
what I am doing wrong?

Google (http://www.google.de/search?source=ig&hl=de&rlz=1G1GGLQ_DEDE254&=&q=Project+%3A+error+PRJ0003+%3A+Error+spawning+%27cmd.exe%27.&btnG=Google-Suche&meta=lr%3D&aq=f&oq=) already knows most of the error-messages Visual-Studio likes to come up with.
