Want to start a procedural generation project

I am final year engineering student.I wanted to do my final year project on procedural generation.
What will be the best the start with openGL,allegra or WebGL ?

If you want to have the project done without writing any code I would just go with
Werkkzeug
. It has everything you ever need for a procedural generation project.
If that doesn't fit the bill I would probably go with WebGL these days. If for no other reason other than that it's easy to share your work. You could just send a link to a friend and they could directly see it and comment it. With OpenGL they would have to download and run it. People are lazy. It's a fact.

Thanks for your suggestion.WebGL is less capable than openGL ?

I prefer webgl because it is a solution for web browsers. And this moment is many frameworks/libraries for this. Such as three.js
