Free 3d modellers that are any good are pretty rare I think. This one (Flux Studio beta) seems really very complete. Its mainly for VRML but you can quickly swap to indexed face editing mode and then you are in a normal modeller.
http://www.mediamachines.com/make.phpIt seems good for low poly editing and it exports to directX and ascii 3d studio (amongst others), making it easy to process. This is now going to be my modeller of choice so I thought I would share.
Hurry and download though, its not clear if it will be free once it gets out of beta!
