If you're on a tight budget, nearly all the cheap LCDs are fine.
If you have money to burn, the Dell ones are real nice, bright.
I haven't seen an LED screen yet, but I bet they are excellent. Still a little pricey.
I have a 20" Viewsonic at home which I've had for 5 or 6 years, it's good, Kez has a 22" AOC, and I have used lots of Dell ones at work. They are all good, though Kez complains about the colours being not quite right on hers.
All of them still have VGA connectors, most of them also have (digital) DVI or HDMI connectors too. If you can use DVI or HDMI your picture quality will improve beyond your wildest dreams, though VGA will still usually cut it.
If you have PCI Express (I'm guessing you finally got hold of a new computer, right?) then all the new gfx cards fit, most have DVI and HDMI connectors, with adapters back to VGA.
