You forgot to generate a random seed for the rnd which means that you'll either always keep your picture or always throw it away (presuming you re-boot yourself before you start painting).

So, you are comparing an "artist" to an "algorithm".
But no step of your "algorithm" represent any actual "artistic" process.
Also that binary-tree doesn't integrate well into the painting - maybe intentional?
Second line should be "While not finished_drawing".
I'm somewhat missing the point...

An artist may use whatever medium they like, how they like - as long as nobody gets hurt.

Perhaps the programming errors you have discovered are artistic touches?

It doesn't really matter what my message is, perhaps I didn't have one when making this. It is up to the viewer to see what they want and interperate how they wish. I have fixed the programming bugs though and turned in the project since posting the initial image. I don't want to tell you my thoughts when creating this because it would sway your interpretation.
